# jp-titp-actions

> Has this Japanese supervising organization (kanri dantai) or implementing organization been subject to a published administrative action under the Technical Intern Training Act (TITP), and when? Look up by organization name, permit number (kyo...) or training plan certification number (nin...), with an optional prefecture filter. Hosted MCP and HTTP: no install. Improvement orders, revocations of plan certifications and of supervising organization permits, as published by the Immigration Services Agency of Japan (ISA): type, date (ISO and as published), reason as published, numbers, source file and as-of date. ISA publishes only the current files and TITP moves to a new program in April 2027; this service records file versions and changes (since October 2026). Free. Relay only: no representative names, no assessment of organizations. Pairs with jp-ssw-support-orgs (registered support organizations).

This service matches Japanese public registration and warning records for the stated scope and as-of date and returns the evidence. It does not guarantee a counterparty's identity, legality, creditworthiness or safety, make investment judgements, or complete AML/KYC. No match in the warning records does not mean that no warning or violation exists. Each action is shown as published by ISA on the date given. It records a past administrative action under the Technical Intern Training Act; it does not mean that the organization currently has problems.
Statuses (titp_action_lookup, core registry-status vocabulary): listed (an action matching by number or exact name is in the ISA files checked), not_found_in_checked_records (no match in the files checked; it does not mean that no action was taken), unknown (not loaded, stale, a file unreadable, or similar-name candidates only). Actions that ISA no longer publishes are not returned, and this service does not disclose that they were published.
Organization names are as published by ISA (line breaks inside a cell removed). Some implementing organizations are sole proprietors; their names are returned only as published and are not combined with other information. Name lookup: an exact match after normalization (width, case, spaces and line breaks ignored; words such as 株式会社 and 協同組合 kept) is a match; names that only contain the query are returned as candidates, not matches.
Combine with jp-ssw-support-orgs (ISA register of registered support organizations): many supervising organizations are also registered support organizations; match by name as published.
History starts at tracking_since. ISA publishes only the current files; changes are this service's differences between file versions it downloaded (the page is checked about once a day).
Free history window: change history recorded by this service is served for the last 30 days. A since earlier than that returns the last 30 days with history_window.clamped true (requested_since, served_since); older history can be requested as a paid product (not yet offered). tracking_since still shows when recording started.

## Payments

This server offers free tools only. It does not request or accept x402 payments.

## Rate limits

- Free calls (free HTTP endpoints under /v1/ and free MCP tools) are limited to 300 requests per 60 seconds per client (a client is keyed by a one-way hash of its IP address and the first 64 characters of its User-Agent; neither is stored. The User-Agent can be set by anyone, so this split is for fairness between clients behind a shared gateway, not a security control). Over the limit, HTTP returns 429 RATE_LIMITED with a Retry-After header and MCP tools return the error RATE_LIMITED. Paid calls are not rate limited.

## Provenance and fetch_status

Responses carry provenance[] (source, upstream_updated_at, retrieved_at, content_sha256, parser_version, fetch_status). fetch_status values:

- found: The upstream document was retrieved and contains the data used for this answer.
- empty: The upstream was retrieved, but it has no item for this query (for example JMA had no bulletin for that area in its feeds, or the municipality is not in the list). The state is unknown: empty does NOT mean 'none in effect'.
- stale: The data was retrieved but is older than the freshness threshold for its kind; treat it with care.
- unavailable: The upstream could not be retrieved, read or used (network error, withdrawn bulletin, paused source, or data not yet loaded).
- unsupported: The query is outside what this source covers (for example a date JMA does not issue warnings for yet, or a period before the source's records).

- RATE_LIMITED (free calls over the per-client limit; HTTP 429 with Retry-After; not charged)

## Terms

- Fresh: the ISA page and files were confirmed within 48 hours. Otherwise lookups return unknown and no actions.
